| ``IT’S ALL ABOUT SHARING`` |
In behalf of the City of Tagbilaran, allow me to welcome the participants and
guests to the 8th National Convention and Seminar of the Administrative and Personnel
Officers of State Colleges and Universities Association or APOSCUA.
Today, we have a gathering of the best minds in the field of tertiary level public
education in this country. For a city that has committed itself to providing the
best quality public education in the early childhood and primary level, this is
an event that complements such a commitment.
The theme that you have chosen for this gathering, “Sharing Best Management Practices
Among SUCs” is indeed the clarion call of our time. In a country where diploma
mills have sprouted like mushrooms after the rain, quality education is slowly
becoming an endangered specie.
It is also timely in the sense that the government has been taking a beating in
many fields. Of course, much of what’s wrong in this country is not so much that
we are a people who prefer to complain and grumble but rather because we grew
up in an atmosphere of distrust and suspicion.
Education, particularly tertiary education, has its work cut out for it. Much
of what the future has in store for this country depends on how well tertiary
educators cope with a generation of cynical youths. Considering the prohibitive
cost of private education, more and more students will be flocking to government
schools, their future anchored on your commitment to provide them with quality
education.
Sharing is a very touching word. You can never share without getting touched in
the process. Indeed, much of the troubles of this world can be traced to the growing
number of people who have lost faith in life because they did not receive a touch
of concern when they hurt.
For you to be concerned about sharing the best management practices among the
SUCs is a laudable and praiseworthy initiative. It means that all those that are
working well in various areas of the country can be duplicated virtually everywhere
because you have decided to share them among yourselves.
More than that however, I believe that you will not stop at sharing only the best
management practices among yourselves. I have high hopes that you will be sharing
more of yourselves not only to the students you will have the opportunity to teach
and mould but to a country that is desperately in need of hope.
There is nothing we can do about the past and little that we can do about the
present. But certainly there is a lot we can do about the future. As you must
have heard a thousand times in the past, the future is literally in your hands
because you determine to a large extent the kind of citizens this country will
have by the kind of education you provide to your students. With your commitment
to sharing, there is reason to be optimistic about the future.
Again, in behalf of the people of Tagbilaran, accept my gratitude for making Tagbilaran
a part of this noble endeavor. More power and God bless each and everyone of you.
