Education
Tagbilaran has a school age population (between 6 to 21 yrs.) of 24,005 or 36.04
percent of its total population. The elementary level has the most number with
10,602 or 15.9 percent. The secondary level has 6,068 or 9.1 percent while tertiary
level accounts for 7,335 or 11.01 percent.
Tagbilaranons have a very good opportunity for educational access with its 5 collegiate
level institutions. It has become the nodal point of education in the Central
Visayas region. Students from Bohol towns, from Mindanao, as well as from the
neighboring provinces of Leyte, Siquijor and Surigao come to Tagbilaran to pursue
their courses for three (3) good reasons. First, the standard of living is not
very high wherein students could stretch their school allowance. Second, the peace
and order situation of the city assures the security of students from bad elements.
Third, Tagbilaranons’ noble tradition as friendly people gives visitors confidence
and comfortable feeling of being welcome.
Preparatory Education
Not included in the school age population are children below 6 years old who are
the targets for the preparatory education. The city has total of thirty one (31)
preparatory schools to prepare the children below 6 years old, for their proper
elementary education. Twenty seven (27) are government day care centers and six
(6) private kindergarten schools.
The twenty seven (27) day care centers are spread out all over the 15 barangays
and operated by the city government as part of the delivery of basic services
as provided for in Republic Act No. 7160, otherwise known as the Local Government
Code of 1991. Some barangays have two (2) day care centers. The centers are manned
by Day Care Workers of the City Government supervised by the City Social Welfare
and Development Office. Currently, the city is one of the pilot areas of the Early
Childhood Development Project (ECD) of the DSWD.
Elementary Education
The City has twenty two (22) elementary schools where 16 or 72.7% are public,
and 6 or 27.3% private. Only Barangay Poblacion I does not have a public school.
This so because Poblacion I is very small in land area and the residences are
close enough to the City Central School where their children can enroll. On the
other hand, Barangays Cogon and Booy have extension schools. The six (6) private
elementary schools are all situated in the urban districts. These schools are
part of the systems of existing colleges and high schools.
The predominance of public schools over private schools is in keeping with the
compulsory education law and therefore, as one of the minimum basic needs, it
is the city’s obligation to deliver the services.
Secondary Education
In the City of Tagbilaran, one could have a choice for a high school education
out of the eleven (11) existing secondary level schools, six (6) of which are
public and five (5) are private. Barangays Manga and Mansasa are privileged to
have a barangay high school each. All the others are situated in the Urban Districts.
A breakthrough in the secondary education in the city is the establishment of
the Tagbilaran City Science High School. Science high schools are regarded prestigious
because of its standards. Special Education (SPED) high schools for the handicapped
could also be availed of. The Holy Spirit School, high school department, is exclusively
female.
Secondary schools in Tagbilaran does not only cater to Tagbilaranons. A considerable
number of non-city residents are schooling in Tagbilaran mostly from the neighboring
towns.
The Dr. Cecilio Putong High School (formerly the Bohol National High School) has
the highest number of enrollees with 3,124 or 30.3 percent. Special Education
(SPED) High School with 26 enrollees, is lowest.
College Education
College
students who desire to pursue a course but whose parents are less affluent go
to Tagbilaran for their college education. One could access the more popular courses
in demand at Tagbilaran such as Law, Engineering (Civil, Computer, Electrical,
Electronics/ Communication, Mechanical and Industrial) Accountancy, Economics,
Management, Forestry, Computer Science, Marine Science, Marine Engineering and
others.
However, some college students in Tagbilaran who desire to pursue courses not
offered in the City go to Cebu City, Manila or Dumaguete City where the courses
are available. These alternative are only for the affluent but, for the economically
hard-up they would settle down to the courses available in the city.

Apparently, Tagbilaran colleges lack modernization of instructional facilities
and professional upgrading except for a few academes who pursue advance studies
for their own career advancement. Otherwise, Tagbilaran’s colleges are good enough
as manifested by the successful graduate now holding key position in the government
and private sector.
In the City of Tagbilaran there are 5 collegiate level institutions
that offer various college courses, as follows:

University of Bohol (UB) – a non-sectarian school established
as the Rafael Palma College in 1946. The main building is situated along
Maria Clara Street with some departments in various areas within the vicinity.
It is the first university in the province. |

Holy Name
University (HNU) – formerly the Divine Word College of Tagbilaran
(DWC-T), it was originally founded as a sectarian school by the Jesuit Fathers
of the University of San Carlos, Cebu City. The original name was Holy Name
College. It was just made a University last November. Presently, it is located
at Lesage corner Gallares Street with a new school site at Jansen Heights,
Barangay Dampas, where the high school and elementary, and some college
departments, are now located. |

Central Visayas State College of Agriculture,
Forestry and Technology (CVSCAFT) – Established only in 1998 with the
Bohol School of Arts and Trade as nucleus. It merges the Bohol Agriculture
College (BAC) with other schools of Fisheries. The main school administration
is located in Tagbilaran City and offers technology courses. |

Philippine Maritime Institute (PMI)
- Offers marine courses such as Marine Technology, Marine Engineering and
Customs Administration. With its main campus at CPG Avenue, it has extension
at Tomas Cloma Avenue, Barangay Taloto. |

Bohol Institute of Technology (BIT)
– Offers various college courses. It is situated along Gallares Street,
and has branches in Talibon and Siquijor. |
Manpower Development
Vocational course are made available to interested persons thru TESDA’s short
courses manpower training program with CVSCAFT (formerly BSAT) as venue. Likewise,
the City Social Welfare and Development Office is regularly conducting livelihood
training particularly to out school youth and disadvantage persons from Alay Lakad
Funds. Since the inception of the Alay Lakad livelihood training program the CWSDO
reported 250 graduates wherein about 40 percent have landed jobs already.
