Office of the City Mayor
The Permits and Licenses Section is a division under the Office of the City Mayor. They issue various permits like business permits, mayor's permit for motorized tricycles and motorelas, special permits for billboards/streamers and parades, and others. They are also in-charge of inspecting and monitoring business establishments  for compliance of existing ordinances.

Requirements are as follows for:
> Business Permits (New)
> Business Permits (Renewal)
> Registration of Motorized Tricycle/Motorela (New/Transfer)
> Registration of Motorized Tricycle/Motorela (Renewal)

** Steps in Securing a Business Permit **
Step 1 Secure a Barangay Clearance and Community Tax Certificate (Cedula) from where your business is located; and other other specific requirements (see new/renewal requirements);
Step 2 Go to the CITY TREASURER'S OFFICE and secure a Tax Clearance; Payment for Police Clearance, Health Clearance, other fees (if applicable);
Step 3 Go to the PERMIT SECTION to file application; Evaluation of Requirements; Filling-up of Application/Indorsement; and Inspection of Business Establishment;
Step 4 Have your Application/Indorsement signed at the ff.:
  > ZONING CLEARANCE at the Office of the City Planning & Development Coordinator,
  > POLICE CLEARANCE at the City Police Station;
  > HEALTH CLEARANCE at the City Health Office;
  > FIRE SAFETY CLEARANCE at the City Fire Station;
  > ENVIRONMENTAL CLEARANCE at the Local EPM Office.
Step 5 Go to the PERMIT SECTION to submit all requirements; Encoding of Permit Form
Step 6 Go to CITY TREASURER'S OFFICE for assessment and billing (note: bring your duly accomplished affidavits of gross or capital);
Step 7 Payment of TAXES AND FEES;
Step 8 Go back to PERMIT SECTION to get the approved Mayor's Permit.

Tips:
1. Renewal of business permits  is scheduled January 1-20;
2. Application for New permits only, will not be entertained during the above dates;
3. Application forms for renewal can be obtained at the Permits & Licenses Office by as early as October;
4. Clearances like the police and barangay may be obtained as early as August since they expired only after 6 months, so they are still valid in January;
5. AVOID THE RUSH! Secure your clearances before January so as to speed up your application process.
