The Php4.9 million pesos worth of infrastructure project called PAGLAUM CENTER is now preparing to cater to Children in Conflict with the Law (CICL). This was disclosed by Cerina Sia, one of the Social Workers in Tagbilaran City and the one in-charge for the operational requirements of the Center. To date, the Center has already scheduled a series of skills training and development for the incoming staff. Also, the CSWD is eyeing for an exposure trip to various rehabilitation centers and facilities in Cebu to pick out best practices which would also trailblaze innovative ways in the Center.

“To make the center sustainable, aside from the solid support that the City Government has provided, it needs non-government organization and private donors to efficiently implement the initiative of reformation among the children in conflict with the law (CICL)”, Sia said. City Mayor John Geesnell “BABA” Yap, who is a firm advocate of youth empowerment, has always made his concrete and visible support to PAGLAUM, through pouring out financial allocation to complete its construction. The center’s main objective is to take the lead in reforming our minor offenders into productive and law-abiding citizens, such as the provision of skills and livelihood training, professional counseling, sports program, and spiritual formation. The center is a 249 sq. m building with complete features such as a waiting area for visitors, there will be an in-house psychologist, a multi-purpose area, clinic, sports facilities and prayer room.
