Roads
Road Classification

Fifteen (15) barangay districts compose the City of Tagbilaran, four of which
are located in the urban areas, namely: Poblacion I, Poblacion II, Poblacion III
and Cogon District. These four districts combined comprise 11.4% of the total
land area of the City. This is where most of the infrastructure and utilities
of the city are located and used.
The road network in the City are classified into National, City and Barangay roads.
The total road length as of June 1997 is 136.35 kms. of which 65.414 kms. or 47.98%
is city roads 18.587 kms. or 13.63 percent is national and 52.350 kms. or 38.39%
is barangay roads. In the year 1991, the length of the City roads was 64.321 kms.
or an increase of 1.043 kms. These existing roads are old and were mostly constructed
in the 70’s and 80’s and were designed to carry light loads only.
Road Management and Maintenance
Local
roads and streets within the city of Tagbilaran are maintained by the City Engineering
Office while the District Engineering Office for the national roads. In the 1980s,
barangay road maintenance were relegated to the barangay people who were hired
to work for their own road project under the supervision of City Engineering personnel.
The kind of materials used in road surfacing affects the routine of road maintenance.
The better quality of materials, the longer the period of the next road maintenance.
The national roads have no gravel road so they maintain only the concreted and
asphalted roads. The city and barangay roads have concreted, asphalted and graveled
roads. Gravel roads easily deteriorate especially during the rainy days. The next
to easily deteriorate are the asphalted roads especially those asphalted long
time ago. Concrete roads have the least road maintenance.
Road Traffic
Road traffic in the central business district (CBD) is significantly a problem
already although the outskirts are still normal. Peak traffic hours of the CBD
is 7:00 to 8:15 in the morning, 11:00 in the morning to noontime and 5:00 to 6:00
in the afternoon.
One strategy adopted by the city to minimize if not totally eradicate traffic
problems in the urban district is the establishment of a satellite growth point
in barangay Dampas where the Central Public Market and the Integrated Bus Terminal
are located. Vehicular traffic and population movement are now being dispersed
in the new growth center. |
