The struggle to maintain high customer satisfaction levels certainly takes long and continuous efforts of service providers. Studies have shown that predictability, transparency and accountability of transactions with clients form the cornerstones of good public governance. Practicing good governance certainly does not make life of service providers difficult but rather makes practitioners even stronger through the years.

Prior to the enactment of Republic Act No. 9485 “An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape Preventing Graft and Corruption and Providing Penalties Therefor” , attempts were made by the city government to simplify transactions of frontline services that resulted to the creation of the City’s One Stop Shop Office for Building Permits.

The city government of Tagbilaran welcomes the implementation of RA 9485 with high expectation of improved local governmental transactions at the different levels through the formulation of its Citizens Charter.

The Citizens Charter will serve as a tool for people empowerment as it will enhance transparency and accountability in government service. The guidebook describes the steps and procedures on how to avail of a specific government service. It identifies who among our co-workers are responsible for each service; in many cases, it pinpoints accountability for every step in the service delivery system. Anonymity therefore will then become a thing of the past.

The Citizens Charter also serves as a tool for good public governance as we expect it to strengthen the local leadership, the bureaucracy and other instrumentalities of the local government.

I therefore enjoin each and every functionary of the city government to make a Pledge of Commitment to perform our duties and functions guided by the principles of TAGBILARAN.
