			<content:encoded><![CDATA[<p>When Mayor Dan Neri Lim assumed office last 2004, only 15% of the roads in Tagbilaran City were in good working condition. Majority of the city roads were rocky and dilapidated. According to City Engineer Pianicita Castolo, the city roads have been untouched for almost thirty years. Thus the improvement and rehabilitation of these city roads started as soon as Mayor Dan Lim took office. Almost 68 million pesos were spent for the improvement, rehabilitation and maintenance of these city roads which started last 2004.</p>
<p>Last year, the City Engineering office also started the Installation of Street Lighting Facilities in most barangays in Tagbilaran City. Portions of Bool, Manga, Gallares, Tiptip, Mansasa, Ubujan, Cogon, Dau, Booy, Dampas, San Isidro, Taloto, Cabawan, and Poblacion I, II and III have been installed with street lights.</p>

			<content:encoded><![CDATA[<p>Sometimes in the late 1980’S, the old Tagbilaran market was baptized, “<strong>THE AGORA</strong>.” But as fate would have it &#8212; Agora was burned not only once but twice. It was rebuilt the first time it was burned, but when it was burned the second time, despite the City government pouring funds for its construction, the Agora never saw completion. For almost fifteen years, the Agora was an eyesore – a mark of the City government’s inefficiency.</p>
<p>Last 2006, Resolution No.01-149 s.2006 was passed, authorizing the Mayor to proceed with the completion of the Agora Building. In March 2007, a contract was signed between the City Government and a private consortium to <strong>REHABILITATE, OPERATE </strong>the Agora and <strong>TRANSFER</strong> it back to the City after a period of 25 years. In less than a year, the Agora was completed without the City Government spending a single centavo for its construction.</p>
<p>The Agora is now the Tagbilaran City Square, a handsome edifice with modern features standing proud in a prime location in the City. It houses business stalls, offices, restaurants, specialty and hardware stores, among others. The City now generates income from its lease rental and business taxes from stall operators. Undoubtedly, it was one of the boldest moves of the City Government that attracted a lot of critics. But its success was worth the risk.</p>

			<content:encoded><![CDATA[<p class="MsoNormal" style="text-align: justify"><span>The classroom with no walls, that’s an apt description for the UP Open University who recently opened a learning centre here in Bohol. Tagbilaran City is one of the recipients of the project spearheaded by the Commission on Higher Education in partnership with the UP Open University. Their goal is to provide professional growth among Local Government employees through scholarship grants. The employee could enrol in any program for free as long as they passed the UPOU requirements. In this set-up, the employee could still carry on with their duties, as long as they can log on the computer from time to time. Discussions are done online and the textbook would be mailed right at your doorstep. The launching was held last November 24 at the City Hall Atrium grounds. In attendance were Commissioner William Medrano of CHED, Secretary Romulo Neri of the Social Security System and Vice-Chancellor Nemah Hermosa. The major proponents of the project stressed the importance of education in our lives. They emphasized that we should take every opportunity for growth, Mayor Lim even said in his keynote speech that all of us should aim high to learn more. After the program, the guest and visitors went to the 2<sup>nd</sup> floor of the City Hall building to formally open the Tagbilaran e-Learning Centre. Everybody was asked to cast their vision for the Centre; this gesture is one way of eliciting support and strengthening their commitment towards the Centre’s improvement. The whole activity closed in prayer led by Pastor Awing Lupio.</span></p>

<p class="MsoNormal" style="margin: 12pt 0in;text-align: justify"><em><span>“”We want to bring the local government closer to the people,”</span></em><span> this is the objective behind Barangay Patrol &#8211; Mayor Dan Neri Lim’s daily radio program which spinned off as a public advocacy last August 2008. Barangay Patrol addresses the common concerns of Tagbilaranons daily. It begins with the mayor’s radio program, after an hour, the team heads off to the scheduled barangay. Its consultative nature provided a meaningful dialogue between the mayor and the people. Various concerns were aired out. In their fifteen months of operation, Barangay Patrol has visited 15 barangays and 107 puroks. It has given 3,500 streetlights, 1,000 toilet bowls and rehabilitated barangay and city roads. It also provided medical assistance and improved water supply in the city. Its rigorous schedule would drive everyone to his knees, but for Mark Monton, he doesn’t mind being out at 6 am everyday as long as he sees every Tagbilaranon served. This initiative is not solely dependent in the office of the city mayor. There were many partner organizations that made this project possible. The Association of Barangay Captains was the one who spearheaded the idea, these officials wanted the city mayor to visit their place and check out their grievances. Thus Mayor Dan Neri Lim assembled a team to come up with a tool to solve the people’s problem quickly. Led by General Services Officer Mark Monton, members of the Sangguniang Panglungsod, department heads and key personnel from DYTR, Barangay Patrol took off the ground. <span> </span></span></p>

He has been implementing drastic changes ever since he took office three years ago. Recently, he launched another out-of-the-box system. If you happen to apply for a building permit these past few days, you are blessed indeed. Because the process would just take you fifteen working days, instead of waiting forever for its release. Architect Walter Toston came up with a “One-Stop Shop”, an innovative procedure of securing permits in the City. Three years ago, a person has to wait 4 to 6 months before he can get his building permit. But Architect Toston shortened the people’s waiting time by eliminating unnecessary people in between, he just designated a team leader for each process. Starting with Land Use and Zoning, Line and Grade, Architectural, Structural, and Plumbing. He took key people to head each section and placed them all in one area. Thus an applicant does not need to go to different offices to follow up his application. You don&#8217;t even need to call their office because they will put the date when to follow-up your application. So if you have submitted the complete documents for your project, your permit would be ready in 15 days. </span></p>

Sometimes he thinks of combining different colours or sometimes opts for a monochrome. But then he hears Teacher Marina sing “Clean up!” Vincent hurriedly piles all the blocks and return it to the cabinet. He quietly goes back to his seat. </span></p>

Until Mayor Dan Neri Lim adapted the Multiple Intelligence Smart Start Program in Tagbilaran  City’s 35 day care centres. <span> </span>This program was based in the theory made by Dr. Howard Gardner in 1983, a professor of Education at Harvard University. </span><span lang="EN-GB">It suggests that the traditional notion of intelligence, based on I.Q. testing, is far too limited. Instead, Dr. Gardner proposes eight different intelligences to account for a broader range of human potential in children and adults. These intelligences are:</span></p>

<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB">Dr. Gardner says that our schools and culture focus most of their attention on linguistic and logical-mathematical intelligence. We esteem the highly articulate or logical people of our culture. However, Dr. Gardner says that we should also place equal attention on individuals who show gifts in the other intelligences: the artists, architects, musicians, naturalists, designers, dancers, therapists, entrepreneurs, and others who enrich the world in which we live. Unfortunately, many children who have these gifts don’t receive much reinforcement for them in school. The theory of multiple intelligences proposes a major transformation in the way our schools are run. It suggests that teachers be trained to present their lessons in a wide variety of ways using music, cooperative learning, art activities, role play, multimedia, field trips, inner reflection, and much more. </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB"> </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB">Putting the program in place was not easy. First you have to train all the day care workers. They need a paradigm shift, from the traditional modes of instruction to an innovative way of teaching. This is where the hard work comes in. Teacher Candy Gatmaitan, a consultant for the Multiple Intelligence program, said that she felt some resistance and hesitancy from the teachers at first. It was hard culling suggestions from them during the first few months. Challenging them to think creatively was not easy. </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB"> </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB">The day care workers were used to lectures and textbook curriculum, so growing pains were really felt during the early stages of the MI Start Smart Program. Teacher Melit from Barangay Bool says that the former curriculum was boring and focuses too much on the teacher. Most of the time, they were tired from shouting and keeping the children in place. But with the new curriculum, children are taught responsibility. They know how to clean up their playthings, pray and wash their hands before eating, go to their respective corners and behave properly. Children were trained to be critical thinkers and to not just passively accept everything; the youngsters were trained to ask questions. Even on the part of the teachers, marked improvements were also observed. The teachers can now come up with creative ways to present their lessons. <span> </span>Teacher Marina from Habitat Day Care Center presented her lesson about seeds uniquely. Starting from the children’s naturalist intelligence (nature smart), Teacher Marina showed the stages of a seedling. Then going to Word Smart, she told of a story about a grasshopper planting tomato seeds. You could just feel the awe and wonder of those little children upon seeing Teacher Marina’s big and colourful book. The children shouted in unison whenever Teacher Marina asked them to count the seeds. After which, Teacher Marina asked every child to get mongo seeds and plant them in a cup. She told them that after a few days, the seedling will grow into a plant. Excitement runs into their faces as they put the mongo seeds inside wet cottons. Teacher Marina starts clapping her hands and the children started going to their seats. The most behaved table got to wash their hands first and eat their snacks. </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB"> </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB">Ma’am Baby Aro, the DSWD supervisor who oversees the program, also notes that the teachers were more relaxed in the new curriculum. Their relationship with each other was also strengthened. Maybe because they work together more often, meeting once a month in small groups to plan their lessons ahead. This system creates more variety. The teachers could also share their experiences, solve problems together and think of solutions corporately.</span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB"> </span></p>
<p class="MsoNormal" style="text-align: justify"><span lang="EN-GB">The parents pay no tuition fees for their children’s education, thus the teachers encourage the parents to do their part. They can share a hobby, keep the day care centres clean and safe, repair center materials, help in school projects and attend Parent Meetings. Parents willingly volunteers in cleaning the Habitat Day Care Center in Barangay Bool. They are very grateful to Mayor Dan Neri Lim for providing quality education to their children, helping clean the centre is their way of saying thanks. </span></p>

Mayor Dan Neri Lim recognized Tagbilaranons for their distinctive contributions to the city. Together with <span> </span></span><span lang="EN-US">Vice-Mayor Jose Antonio Veloso and the members of the 10th Sangguniang Panglungsod, department heads, employees, barangay officials, city-based national agencies and guests. Mayor Lim honored those people who made the city strong, the awards were not limited to distinguished or learned people but included those ordinary folks who have been honest and hardworking. Those people who put others first instead of themselves. </span></p>

<p class="MsoNormal" style="text-align: justify"><span lang="EN-US">The Mother of the Year award were given to Dolores Yap and Nazaria Matig-a Bantilan for their loving, patient and<span> </span>selfless ways in nurturing highly successful children who became business pillars in the city. The Father of the Year Award was given to Ong Guat for his pioneering spirit of building a business empire while successfully raising hardworking and highly competitive children in the field of business, trade and industry. <span> </span></span></p>

<p class="MsoNormal" style="text-align: justify"><span lang="EN-US">The Distinguished Plaque of Recognition was mostly given to entrepreneurs who took risks and invested in Tagbilaran. They were Ricardo Lim Brito, Ko Sum Beng, Juan L. Apostol, Frederick Ong and Marlito Uy. They were cited for their contributions to the city in terms of employment and revenues. </span></p>

<p class="MsoNormal" style="text-align: justify"><span lang="EN-US">Plaques of Recognition were given to Faro M. Cabalit for his service to city as President of Liga ng mga Barangay, Kurt Adolph C. Bungabong for passing the 2008 Bar Examinations, Warren Yap, Jr. for topping the 2006 CPA Board Examinations and to Reynaldo R.F. Calimbayan for being the Chief of the City Monitoring Team who is mainly responsible in the peace and order of the city.</span></p>

<p>The City of Tagbilaran unfolds another moment in history as it marks its charter day celebration on July 1, 43 years after it became a city by virtue of Republic Act 4660 signed by President Ferdinand Edralin Marcos on July 1, 1966.</p>
<p>This highly-significant event shall showcase the triumphs of the City Government of Tagbilaran in its efforts in governance. At 7:00 in the morning, the diana, ringing of bells and sounding of sirens will be done. Msgr. Jeffrey P. Malanog, V.G., of the Cathedral Parish of Saint Joseph the Worker, will officiate the thanksgiving mass at the City Hall Atrium at 8:00 a.m.</p>
<p>As a fitting tribute to individuals and entities who have exemplified outstanding performance worthy of emulation in different fields, the City will have the honoring as part of the Charter Day Commemorative Program at 10:00 am at the Tagbilaran City Hall Atrium, with City Mayor Dan Neri Lim, Vice-Mayor Jose Antonio Veloso and the members of the 10th Sangguniang Panglungsod, department heads, employees, barangay officials, city-based national agencies, guests and the public attending. With the launching of the Citizen’s Charter, officials, department heads and employees will sign the ‘Pledge of Commitment’ to deliver more effective and more efficient public service.</p>
<p>Other activities are the free clinic including cholesterol testing and blood sugar screening, dance competitions on boogie, chacha, swing and “kuradang” and Jukebox King and Queen search through the OPM videoke and “Doble Kara” contests.</p>

<p>Engineer Frederick Go, president of the Federation of Senior Citizens in Tagbilaran City proudly boasts of the benefits that the senior citizens receive from the City Government. Being at the helm of the organization, Mr. Go regularly monitors the need of their members, he then reports it to the Office of the City Mayor where they can discuss and plan projects to address the need.</p>
<p>He is truly grateful for the Mayor&#8217;s concern towards them. Just imagine, these elderly are already unemployed, most of them are just asking for support from their children, so the Blue Card program which gives free hospitalization and the Botika sa Katawhan which gives them free medicines are a real blessing!</p>
<p>The Purok Health Workers is also beneficial. They do not need to go to the City Health Office to avail of the services, these elderly could be checked up and attended to right at their doorstep!</p>
<p><em>&#8220;Kasi na-observe ni mayor na hindi na makapunta iyung senior citizen sa mga health center, marami nang dahilan, mahina nang maglakad.&#8221;</em></p>
<p>This may sound morbid &#8211; but aside from these, the City Government is also giving free coffins and groceries. Small as it may seem, but these can really help them in their most saddest time. In fact, some senior citizens from nearby towns are registering in the city just to avail of these benefits. As of writing, there are already 3000 recipients  and there are still applications in process.</p>

			<content:encoded><![CDATA[<p>To say that the City Government of Tagbilaran is intentional in keeping their residents healthy is quite an understatement, the truth is: they’re deadly serious!</p>
<p>After the successful launching and implementation of the Blue Card Program, Mayor Dan Neri Lim together with Dr. Porticos of the City Health Office put in place the Purok Health Workers.</p>
<p>It’s like having a caregiver right inside your neighborhood. Dr. Porticos said that they have assigned at least two health workers in an area with 50 households. This means that each health worker should visit 25 household and check up on their health needs every now and then. These Purok Health Workers are provided with a digital thermometer, spygmamometer and some basic first aid tools. They were trained to conduct basic medical interventions.</p>
<p>According to Dr. Porticos, this system will greatly help their office to monitor the needs of each Tagbilaran constituents. The health worker can readily refer the people to the services offered by the City Health Office.</p>
<p>A classic example would be urging the people to subject their children to free immunizations or to avail supplements from Botika sa Katawhan. Dr. Porticos is hopeful  that this project would increase the City Health Office effectivity to 90%.</p>
