

The City of Tagbilaran: An Introduction |

Pursuant to section 448 of Republic Act No. 7160 of the Local Government Code
of 1991, the city serves as a general purpose government for the coordination
and delivery of basic services and effective governance of the inhabitants within
its jurisdiction.
Aside from being a service agency of the national government, the city also exercises
corporate powers pursuant to section 2 (d) and 15 of the Code. It is a corporate
endowed with powers and enjoys full autonomy in the exercise of its proprietary
functions and management of its economic enterprise.
The City of Tagbilaran is a Second Class City under the Department of Finance
classification of local government. However, it can already qualify for a First
Class category with its present income.
Chartered on July 1, 1966 pursuant to Republic Act No. 4660 it holds the distinction
as the only city in the province and has since been the capital of Bohol. It is
a component city of the province.
The evolution of the city government structure has its beginnings from its charter
in July 1, 1966 under R.A. No. 4660. Since then, modifications were introduced
to conform with relevant laws passed on local government administration namely:
1. Local Government Personnel Administration and Compensation Plan Decree of 1977.
2. Batas Pambansa Bilang 337, the Local Government Code of 1978.
3. Republic Act No. 7160. Local Government Code of 1991.
4. Executive Orders of the President and Administrative Directives of some National
Government Agencies.
The present set-up is in conformity with R.A. No. 7160 wherein the city government
exercises expanded functions resulting from the devolution of functions and services
by the various national agencies. |
