Eversince the City of Tagbilaran adapted the Performance Governance System (PGS) from the Institute of Solidarity of Asia. The City has never been the same again. The crucial wordsmithing of the City’s blueprint to progress started during the ELA Implementation Strategy last March 2011. With the support and commitment of Mayor Dan Neri Lim, Vice-Mayor Jas Montes, the City Councilors, Various Stakeholders, and the Center for Local Governance and Development Team (CLGD) — the rigorous and sometimes arduous discussions gave birth to the City Roadmap which outlined the City’s path to progress for the next ten years. In line with this pursuit, the time has come to engage the City Hall Departments in translating this City Roadmap to a stark reality. Likened to the human body, the roadmap will not function unless the whole organization executed its function efficiently.

Visiting Catigbian and Maribojoc: A Learning Experience

The City Government of Tagbilaran organized a Lakbay-Aral to municipalities of Catigbian and Maribojoc last September 5, 2011. This is in line with the City’s commitment to improve its leadership and governance. As of July this year, the City has adopted a Development Road Map which would serve as the City’s direction for progress for the next ten years. In pursuit of this objective, the members of the City’s Performance Governance System (PGS) Technical Working Team (TWT), the staff of the Center for Local Governance and Development (CLGD or the Office for Strategy Management), department heads, and key staff of the Vice Mayor’s Office/Sangguniang Panlungsod secretariat decided to visit these two municipalities. Catigbian and Maribojoc were recently awarded with the Seal of Good Housekeeping — an annual recognition given by the Department of Interior and Local Government to improve and professionalize the way Local Government Units operate.

City Expands Smoking Ban

The 11th Sangguniang Panlungsod of the City of Tagbilaran in a session presided by City Vice Mayor Nuevas T. Montes passed last March 8, Ordinance No. C-220 – Amending Section 160 of the Environmental Management Code of the City. The ordinance seeks to expand the scope of the existing smoking ban in public places in response to the current needs of the populace for a healthful environment.

City eyes penalties for “delinquent” parents

The days of “delinquent” parents in Tagbilaran City are numbered. In reaction to the desire of Mayor Dan Lim to go hard after parents who refuse to send their children to school, an ordinance is being prepared that would penalize such acts. Councilor Lucille Yap-Lagunay confirmed that the proposed ordinance which she hopes to introduce was an offshoot of the mayor’s irritation against irresponsible parents who do deny children their right to education.

The People’s Council, an advisory body to the Sangguniang Panglungsod which is actively involved in the policy-making, planning, implementation, resource-generation, mobilization, monitoring, and evaluation of the City Government’s programs and projects, is gearing up. They have convened last January 31 to February 1, 2011 to lay down their vision and mission; they have also outlined their internal rules and procedures within the tenets which they were allowed to operate.

Strategy Refresh is a three-day workshop which aims to institutionalize the Performance Governance System. The initiatives which were laid down during the Executive-Legislative Agenda last month will now be implemented. The discussions revolved around the questions of how and when the implementation will start. The steps to be taken were nailed down to a system.

Tagbilaran City’s Center for Local Governance and Development

The Tagbilaran City’s Center for Local Governance and Development (CLGD) is officially on. It shall conduct the day-to-day activities in relation to the execution of the City Development Strategy and the implementation of the Executive-Legislative Agenda for 2010 up to 2013. It shall have the following functions:

1. Strategy Development – it shall ensure that the City Development Strategy is up to date through a participatory process of review and updating;

Creation of the Office of Strategy Management

Executive order No. 4 was approved last February 16, 2011 which would create the Office of Strategy Management (OSM) or would be more commonly known as the City of Tagbilaran Center for Local Governance and Development (CLGD). The arm which will monitor the institutionalization of the Performance Governance System (PGS); PGS is based on the Balanced Scorecard technology (BSC), a management tool for tracking performance developed at the Harvard University Business School.
